Accomplishments and Achievements

In 2022, the Joint Unemployment Compensation Program saw a 32% decrease in claim frequency over 2021.   This frequency is substantially lower than last year and near pre COVID-19 levels. With the end of government assistance reimbursable employers were responsible for 100% of unemployment claims expense in 2022.

Claims continued to be processed by the Department of Workforce Solutions (DWS) and undetermined claims for claim year 2020 and 2021 remained high.   Our UC Team worked diligently throughout the year monitoring our members’ accounts and auditing benefit charge statements.  Through our diligent and detailed reviews with DWS, they identified issues with their software that affected all reimbursable employers in the state.  Employer accounts received penalty and interest charges for non-payment of benefit charges covered by federal and state reimbursements.  We were successful in having all members accounts corrected and administrative letters issued to address the errors generated by DWS software issues.

The Joint Unemployment Compensation Program Committee rewarded its members with surplus refunds when the members exceeded their actuarially determined reserve balances from prior years.  This past year, over $254,000 in surplus was returned to the members.

The JUCP Committee set a goal for 2023 to review unfavorable determinations for Quarter 1 and Quarter 2, 2023 and create a training program based on the findings.
